OBJECTIVES

  • To introduce the students, concept of administration.
  • To orient the students about the role of public administration in nation building process.
  • To explain the composition and functions of Local self-Government.
  • To explain role of youth in the success of the Panchayath Raj Institutions.
  • To enhance the leadership quality among the students.

PAPER I: INTRODUCTION- NEW DIMENSION IN PUBLIC ADMINISTRATION          10Hrs

  • Meaning, Nature and Scope of Public Administration.
  • Importance of Public Administration.
  • New Dimensions in Public Administration.

PAPER II: ORGANISATION – PRINCIPLES AND STRUCTURE                             10Hrs

  • Organization and its principles.
  • Line, staff and auxiliary agencies.
  • Departments, board or commission and independent regulatory commissions.

PAPER III: PUBLIC SERVICES.                                                                                      10Hrs                                                                              

  • Classification of services (IAS, IPS, IFS etc.)
  • Constitutional provisions
  • Civil Servants and their role.
  • Recruitment of personnel – Training, promotion, conduct, salary, morale and other privileges and Immunities.

 

PAPER IV: ADMINISTRATIVE REFORMS AND COMMITTEES IN INDIA                      10Hrs

  • Santhanam Committee.
  • Kothari Commission.
  • Sarkaria Commission.
  • Balwantha Roy Mehtha Committee.
  • Ashok Mehta Committee and recommendation.
